As an Admin User, any Request sitting in a Pending status needs to be managed. You can Approve the request, which then becomes a work order. To Decline or put On-hold allows you to send a message to the Requester to explain why, if Requesters opted to get emails.

Open the app and select the Requests module from the tool bar.
Click on any Request in the Pending status to open the request form.
Select one of the following buttons:
Approve - this opens a new work order form where you can add all the details, including assigning the work order to a tech or confirming due dates. Hit Save to create the new work order. The Requester gets an update notification. Hit Cancel to not create the work order and close the form.
Decline - opens a window that allows you to add an optional comment or message to the Requester. Hit Submit when done. Hit Cancel to disregard.
On-hold - opens a window where you can opt to send a message to the Requester. Hit Submit to send or hit Cancel to dismiss.
Use the filter icon to sort through requests in the Request Module.
