Only Admin users can edit user permissions. This can be done from the Admin Settings> All Users tab, which is a master list of every account in the system. Admins can also edit from the Users module in the Main Menu, which is entity specific.

Admin Settings Guide
Select Admin Settings from the main menu.
Click the All Users tab.
Click on the name of the existing user to open their profile form.
Select the Edit Profile button to change the User's profile details.
Select Edit Permissions to change the user's role to an entity.
Hit Save to keep changes or Discard Changes to exit.
Users Module Guide
Select Users module from the main menu.
Click on the user's name to open their Profile card.
Click on the Edit Profile button to change profile details.
Click on Edit Permissions to change the user role.
Hit Save to keep changes or Discard Changes to exit form.
